If on Steam, restart the game to load the newest patch.

Why aren't all my resources showing up when trying to Sell in the Player Trade?
If you are auto selling it via the Trade Center, you won't be able to use the amount stored in Trade Center for Player Trade.

If your fuel is negative 
with none left in storage, you may have temporarily deadlocked yourself due to a fuel deficit.
Offline Earnings
There is no IP checking. However, offline earning will only be generated after getting the time from the server - using a VPN might interfere with that.
The Central Bank 
shows how much offline earning and for how long.
City Bonus
- "Free level ..." means a production facility has been placed on the map with the given level in a predetermined location.
- "Start with level ..." means the specified special building has had an upgrade immediately set to the specified level.
- "... are unlocked" for which resources or structures have been immediately unlocked after starting a new city.
- "... have 2x capacity" for which production facilities have 2x input and 2x output.
- "... have 2x productivity" for which production facilities have 1x input and 2x output.
- "... have 2x output" for which production facilities have no input and 2x output (e.g. Raw Resource Facilities).
Mobile Version Vs. Steam Version
The mobile version is always several updates behind the Steam version, this is due to 1) the game being updated nearly every day, and 2) the approval process for mobile takes time.
Due to these version differences, it is not possible to transfer saves between the two.
